WhatsApp Business API pricing 2026: what a message costs in Egypt, Saudi Arabia and the UAE
Since 1 July 2025 Meta charges for the WhatsApp Business API per message, not per conversation. This guide lays out the actual rates for the main Middle East markets, explains what you pay for and what you do not, and works through real examples.
How Meta charges for the WhatsApp Business API
Until mid-2025 Meta billed per "conversation": a 24-hour window paid once regardless of how many messages went through it. On 1 July 2025 the model changed to per template message. Every business-initiated template is billed individually, at a rate set by the customer's country and the template category.
It made costs easier to predict but more expensive for campaigns that used to stack several messages into one window โ and it made the category of each template matter more than ever.
The three billable categories
- Marketing: offers, launches, abandoned-cart nudges โ anything whose purpose is to sell. Most expensive.
- Utility: order confirmation, tracking number, appointment reminder, invoice โ messages the customer expects after an action they took. Cheap, and often free (below).
- Authentication: one-time passcodes. Own rate.
A fourth category, service โ your replies inside the 24-hour customer window โ is free.

What you do not pay for
- Every message a customer sends you.
- Every reply within 24 hours of the customer's last message, free-form, no template.
- Utility templates inside an open window: if a customer messaged you and you send an order-confirmation template within 24 hours, it is free.
- Conversations from click-to-WhatsApp ads on Facebook or Instagram open a 72-hour free window.
The practical takeaway: the more customers start the conversation, the lower the bill. A WhatsApp button on your site, a link on your invoice and click-to-WhatsApp ads all open free windows.

E-commerce store in the UAE โ 1,000 orders a month

The second cost: the platform
Meta's fees go to Meta. The platform that shows you the conversations and runs the team, bot and campaigns has its own subscription.
